Uh-oh... are you sure you were actually on Gmail? Did you follow a link from an email, or use one of your own bookmarks? I just went there myself, using a known-good bookmark, and the site looks just like usual and operates as usual.
Don't know what the problem was - I was going to gmail from my bookmark bar.
There was a button on the funny page that said "Log in as someone else" so I hit that, got dumped to the usual page... and was able to log in and see that everything looked jus' fine.
